Instructional Excellence Playbook
Building a strong foundation for student success begins with high-quality Tier 1 instruction. By focusing on evidence-based practices and standards-aligned content, educators can ensure that all students receive the grade-level instruction they need to make progress. To achieve better outcomes, districts must prioritize coherent implementation and systematic supports that meet students where they are. In the following sections, we explore the five “must-haves” for effective Tier 1 instruction and how to use a systems approach to empower every learner.

Five 鈥淢ust-Haves鈥 for Strong Tier 1 Instruction
1. High-Quality Instructional Materials with Coherent Implementation
Although there听is no single definition for 鈥渉igh-quality instructional materials (HQIM),鈥澨齧any districts consider听the following听elements听to be essential:听
- Alignment to academic standards听
- Evidence-based instructional practices听
- Rich content听
- Cross-cultural relevance听and听unbiased language听
- Extensive teacher and student materials听
Studies听show听that听the cumulative effect of using HQIM听is significant for student听mastery听of grade-level standards.听However,听adopting HQIM without听coherent implementation听may lead to听ineffective or inconsistent use.听Avoid this by听anticipating听possible barriers, using a systems approach, aligning听teacher supports听and PD, and preparing intentionally.听
2. Evidence-Based Instructional Practices
Students听achieve better outcomes when teachers听are able to听incorporate evidence-based听practices into听systematic, explicit, and differentiated听instruction.听Make sure that your听core and supplemental curricula and resources听are built around听evidence-based听practices,听and that听the听staff听participates听in professional learning听to stay up to date with the latest research.听
3. Universal Screening and Progress Monitoring
Identify听students who will need extra support听early with universal screening听and track听Tier 1听student progress听with regular formative assessment听to听evaluate instructional efficacy and听make adjustments听when听necessary.听
4. Differentiation
Since no two students will have identical academic skills, interests, and developmental paths, differentiation is key to ensuring that all students receive what they need to make progress. This is also important for keeping students who might otherwise require intensive intervention in a Tier 1 environment.听Types of differentiation include听content, process, projects, and learning environment.听
5. UDL-based Access and Engagement
By embracing听Universal Design for Learning (UDL)听principles,听educators听can听set clear goals,听anticipate听challenges,听and听create meaningful options听that听empower students to learn听according to their unique strengths.听Research shows that UDL听improves student outcomes in literacy, content area learning, and engagement.听
Examples of Research-Backed Strategies for High-Impact Teaching
Implementation of research-backed teaching strategies听forms听a strong foundation听for high-impact teaching.听Your team can听choose from听a wide variety of strategies听that are proven effective, such as:听
- Explicit instruction using a gradual release听approach (鈥淚 do, we do, you do鈥)听
- Formative assessment with feedback loops听
- Scaffolded instruction听
- Metacognitive strategies听(plan 鈥 monitor 鈥 reflect)听
- Blended and flipped learning听
